Proposed Rule: Standards & Certification Criteria 2014 Edition

Steven Posnack, MHS, director, federal policy division, Office of the National Coordinator of Health IT (ONC) gave a very good presentation to the HIT Standards Committee on February 29, 2012. John Halamka, MD provided some excellent highlights on his blog, and the presentation is available below.

One thing of note is that the new EHR model includes a base EHR that will meet 2014 EHR certification criteria. That base EHR serves as the center of a bull’s eye model and then building outward, there will continue to be core and modular EHRs. People are already familiar with complete and modular EHRs and those two categories will continue to exist. Also there flexibility built in to the proposed rule as providers will only need to use EHR technology with the capabilities of meaningful use core set objectives and measures for the stage of meaningful use they seek to achieve unless they can meet an exclusion. There is a new acronym CEHRT for Certified EHR Technology. This new flexible and dynamic definition means there will be three ways to meet CEHRT requirements: complete EHR, EHR modules and a combination.
